Who is Bruce Ruff?

 

· He’s a 58-year-old local guy who grew up in San Diego and El Cajon Valley

· Graduated from El Cajon Valley High School in 1968

· Graduated from Grossmont College with an Associate of Arts degree in 1970

· Graduated from San Diego State University with a Bachelor of Arts degree in 1973

· He also graduated from San Diego State University’s School of Education with a degree in Secondary Education in 1973

· Served in local law  enforcement (1976 to 2006) when he retired by choice from the SDSO

· The proud father of two adult daughters

· His roots in San Diego County date back over 140 years

· He sought relief and real change for you in 1994 during some very difficult and turbulent times. Again he attempted to reach out to, inform and educate you in 2002 – that was essentially a silent campaign – the local media made certain of that – no major forums, debates or public educational events were held

· He was back in 2006 – 131,673 of you heard his message and gave him your vote

· He has now come out of retirement for need in 2010. “He’s back” to remind you that the things he said in 1994, 2002 and 2006 are every bit as true today as they were then. You must STOP PAYING for PROMISES! You’ve been deceived, mislead, betrayed and flat out lied to by those who have had the opportunity to lead since 1994.

 We have to have a leader who gets it done!

 

A Background and Insight to this Campaign

 

“I became involved in the 1994 campaign for county sheriff because it was clear then that Roache / LaSuer administration had brought chaos to the sheriff’s department. We needed new and visionary law enforcement leadership”. The voters bought the abstract Kolender promises that: “All the deputy sheriff’s need is someone to care about them and hold them accountable.” Well history clearly reveals a lot more than that was necessary. The annual sheriff’s department costs to you have exploded from $161.5 million to nearly $600 million a year since 1994 – that’s a 400% increase in cost. And the additional truth is the department has only grown by about 40% in that same time period – and it is now 60% less able to serve the county residents than it was in 1990 – through the Roache/LaSuer and then Kolender/Drown, Zuniga and then Gore administrations.

 

Remember, you were promised in 2003, by Sheriff Kolender, that if you gave him millions of additional dollars he would make the county safer from fires and other calamities? Law enforcement and fire services would become a well oiled and effectively operating team. Well, you gave the money - and in 2007 you were clearly shown the promises of 2003 were either lies and/or a complete and miserable failure to comprehend the truth of the Kolender sheriff’s department’s capabilities or effectively implement what was again abstractly promised. These continued failures are simply cumulative evidence of what I had predicted would come true as far back as 1994.

 

When Governor Schwarzenegger sought experts to address critical emergency response and management after the 2003 disaster, not one person from your sheriff’s department or San Diego emergency services, at large was selected. And still you continue to be told by the elected officials they are “leaders;” what I just shared with you above says the Governor disagrees, as do most other knowledgeable professionals.

 

I finished my 30th years of local law enforcement service to our county in 2006 and elected to retire. So I’m not a newcomer to law enforcement operations by anyone’s standards. My college education and years of renowned service within the sheriff’s department clearly document, to all who would look, I know how to “get it done” and stay the course.

 

When I’m elected we’ll develop the NTC training facility, I helped to obtain for us in 1996
We will turn it into the training jewel that was promised to you by law enforcement officials.

 

We (you and I) still own the NTC / Camp Nimitz training facility grounds. But, it still sits undeveloped and vacant after 14-years. It is unused except for some evidence the fire damage caused by the fire services burning some buildings for their training. Law Enforcement and Fire Services still don’t train together like they should and will when I’m elected.

 

So the “world class training facility” that you were promised n 1996 and Bill Kolender told the news stations in 2002 he was working on – that was carefully planned to be develop right here in San Diego, has been denied by the very sheriff’s administration who encouraged me to seek public support for the securing of the facility – another lie/or misrepresentation. Another miserable failure! Call it what you will, it is clear to see, as I have outlined here by those who will look.

 

I will see that we assertively and aggressive work to secure this region from the invasion of illegality you and I both know we are suffering from, is addressed effectively. Our hospitals are closing and medical community is ravaged by this injustice. Our school systems are glutted and failing. Our economic structure has been revealing the leadership failures for decades now and I’ve done what I could as a non-elected servant.

 

Elect me as your sheriff and I will see our needs are addressed. There are clear paths to take to success – I know what they are – I understand the ability and responsibility of the sheriff’s position. It only requires law and justice – fairness, rightness and truth.

 

All of my opponents have been given the chance to actually lead and demonstrate their visions and abilities to accomplish their visions in the past 19-years – and here we are!

 

We have run out of time! We should be out of patience with those who have promised, mislead, betrayed your trust and flat out failed to muster in real changes you can see, feel and trust.

 

My 30-year career was clearly consistent with my claims of ability that I can and will make it different. All I need is your support and we will make the coming history reflect the next elective period as when the voters finally saw the truth, heard the messages and took the initiative to make the real change(s) that were necessary to bring about peace, tranquility and security to our most important region – this will be through electing a proven and connected leader (me) as your sheriff.

 

The men and women within the San Diego Sheriff’s Department have my utmost respect for their unwavering commitment to the citizens they serve. I am proud to have been one of those people who directly served you.

 

Unfortunately those left to serve now are still waiting for safety equipment, training, staffing and leadership they were promised 19 years ago by what is now two failed administrations. Much better is possible!

In all honesty – I am simply preventing my opponents from getting what is important from me so they can pretend now they are in touch with the issues when they meet with you before the campaign season of 2010.

 

I’ve been trying since 1994 to share this type of information with you. I have encountered local media that didn’t cover my campaigns and said they “didn’t consider the sheriff’s race a news item.” The Roger Hedgecock Show simply canceled the scheduled debate in 2002 for no explainable reason – apparently you just didn’t need to know!

 

I encourage you to call and/or write to the local media and ask them to help you become more informed. I will come to share with as many interested community members of the local electorate as will invite me.

 

Our borders aren’t secure. The sheriff’s department has vacillated between mandatory overtime in the jails and some patrol stations to now closing jails in 2009 because the money is drying up. Even the media can’t continue to hide these truths... “
